City of San Bernardino Awarded $10 Million to Improve Safety and Traffic Management on City Streets

Making Home Ownership Affordable in San Bernardino

SAN BERNARDINO, Calif. (Jan. 15, 2019) – The City of San Bernardino has partnered with the Neighborhood Partnership Housing Services’, Inc. (NPHS) office in Rancho Cucamonga to transform once blighted and vacant lots into new infill housing for first-time homeowners, making home ownership more accessible and increasing the quality of life in San Bernardino. With federal grant funding from the HOME Investment Partnerships Program (HOME) of $650,000 approved by City Council in 2017, the City partnered with NPHS to build three affordable homes across San Bernardino.

City Progresses to Hold Multi-unit Property Owners Accountable for Resident, Neighborhood Safety

September 17, 2018 

(September 14, 2018) -- The City of San Bernardino is continuing work to ensure property owners of multi-unit complexes create a safe and crime-free environment for residents and surrounding neighborhoods.

This week, the City is taking steps to prioritize enforcement at those multi-family properties that generate the highest number of calls for law enforcement service and which have the most code violations. The high priority enforcement properties are generally located in two areas that include Golden Ave. to the east, Del Rosa Ave. to the west, Lynwood to the north, and Date Street to the south; and north of 40th Street. The complexes in this area have collectively amassed 1,924 calls for police service in the past year alone. Also of concern is the more than 888 code enforcement cases processed in the last nine years, each one of those cases involving multiple units. Crimes at these complexes include gang and drug activity, as well as a number of other issues associated with violent crime.

Investigation Continues, Safety Paramount at Lynwood and All City Complexes

September 7, 2018 

(September 7, 2018) -- The City of San Bernardino continues to make progress in the investigation of the eight-person shooting at 1277 East Lynwood Drive on September 2. Major steps are underway to ensure the property owner, PAMA Management, will create a safe and crime-free environment for those that live in the complex and the surrounding neighborhood.

The investigation continues with the San Bernardino Police Department (SBPD) now receiving and actively pursuing tips through the anonymous TIP Line at 909-953-4673. In addition, an SBPD Officer is assigned to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) task force so we now have access to resources to help with the investigation. This allows SBPD access to high-tech evidence tools like the Integrated Ballistic Identification System (IBIS), which expeditiously helps investigators solve crimes faster by analyzing bullet casings and bullet striations. An investigation like the Lynwood event, with an abundance of physical evidence and lack of witness information, takes time.

(September 3, 2018) – On Sunday night at approximately 10:45 pm, our City experienced extreme violence where eight people were shot during an eruption of gunfire between multiple people at an apartment complex at 1277 E. Lynwood Drive (between Golden and Del Rosa). Lives were threatened and innocent people that live in or were simply driving through the area were put in harm’s way. This is unacceptable.

San Bernardino Allocates $107 Million for Capital Improvements

July 19, 2018 

SAN BERNARDINO, CALIF. (July 18, 2018) – San Bernardino’s City Council has approved a five year Capital Improvement Plan (CIP) and Operating Budget for fiscal years 2018-2023. The Public Works Department is moving quickly on improvements with an immediate $46 million for capital projects and $9 million already awarded and allocated since July 1. The five-year plan totals $107 million and represents the largest allocation of citywide capital improvements in years.

SAN BERNARDINO, Calif. – In a milestone decision on June 28, 2018, the state’s Strategic Growth Council (SGC) awarded San Bernardino $20 million through the California Affordable Housing and Sustainable Communities (AHSC) program – a first for the Inland Empire. The win reflects a longstanding and heralded public-private partnership to revitalize one of San Bernardino’s core neighborhoods called Arrowhead Grove, formerly known as the Waterman Gardens Public Housing site.

Application Process for Commercial Cannabis Business Permits in San Bernardino Underway

Window to apply ends June 25, 2018

SAN BERNARDINO, CALIF. (June 19, 2018) – Since April 25, the City has accepted applications for 17 available permits to open commercial cannabis businesses. This followed the March 7, 2018 City Council approval of San Bernardino Municipal Code Chapter 5.10 for Commercial Cannabis Activity, an ordinance that allows commercial cannabis permits for businesses that agree to regulation and adhere to local and state laws. Applications will be accepted through June 25, 2018 and permits will be awarded based on a merit system that was requested by the community. The merit system evaluates location and proposed plans for overall business operations, neighborhood compatibility, safety, and security.

City of San Bernardino Considers Outsourcing Animal Control Services

The City of San Bernardino Animal Control facility has reached a state of disrepair, and left unresolved, will affect our ability to care for the animals. TheCity’s shelter is more than fifty-years-old and does not meet modern shelter standards including animalcare facilities, kennel design, climate control, ventilation, drainage, and quarantine measures. Theprojected cost to rebuild is more than $18 million and simply not be feasible given our financialsituation.

City of San Bernardino Presents Proposed Fiscal Year 2018/19 Operating Budget and Capital Improvement Program at City Council Meeting

On Wednesday, June 6, the City of San Bernardino held a public hearing for its proposed fiscal year 2018/19 operating budget and Capital Improvement Program. The final budget will be presented again for adoption on June 20, by the City Council. The proposed budget is available online for public viewing.

Road Closure Alert: Valley View Drive & Belle Street

May 31, 2018 

Southern California Edison will be replacing deteriorated power poles with news ones along Valley View Drive and Belle Street. The work requires the streets to be closed so that workers can safely replace the poles.

Please be advised of the following road closures:

Valley View Drive between Riverwalk Drive and Knoll Drive – Scheduled to close on Wednesday, June 13.

Belle Street between 23rd Street and 27th Street – Scheduled to close on Thursday, June 14.

The permit allows for the closures to take place between the hours of 8:00 a.m. and 4:00 p.m. on the dates scheduled However, road closures for this type of work typically last three to four hours.

Road Closure Alert: Victoria Ave between Tippecanoe and south of Richardson St

Victoria Ave between Tippecanoe Ave and south of Richardson Street will be closed due to railroad work.

The showcase will be held at 1:30 p.m. on Saturday, April 14 and Sunday, April 15, at the Sturges Center for the Fine Arts, 789 North “E” Street.

This event is an artistic, fun-filled stage production with the ages of the performers ranging from 50 years of age and better. Seniors volunteer their time and talent to honor the memory of local legend Mr. Ollie McDonald who loved to sing and perform.

Ollie McDonald was gifted with a magnificent tenor voice. Although he never gained fame or fortune from his gift, he volunteered his talent to many events, brightening the lives of those who heard him sing. He shared his talent by singing the “Star Spangled Banner” at Special Olympics, performing at the San Bernardino Fifth Street Senior Center Fashion Show Extravaganza, participating in the National Very Special Arts Fair, volunteering at the City Cultural Center, and helping people in general.

San Manuel Stadium Improvements Underway

Over the next five years, the City and 66ers will invest $2 million for improvements to the facility. Measure O ruled invalid, new City cannabis regulations expected to go into effect April 8, 2018

March 13, 2018 

Measure O, a citizen-sponsored cannabis initiative which City of San Bernardino voters approved in November 2016, was deemed invalid and unenforceable in its entirety by the Superior Court on February 28.

The Superior Court in its final ruling stated, “…Measure O is invalid. It creates a zoning monopoly for the dispensing of marijuana, due to “spot zoning” which lacks a rational basis. It allows only two addresses within the City to qualify for business licenses for the dispensing of marijuana.” Those addresses are the only two locations that have been issued permits, which will be revoked as a result of the Court’s decision.

With the Court’s invalidation of Measure O, there is now in effect a temporary moratorium on commercial cannabis activities in the City of San Bernardino, pending the effectiveness of new regulations enacted by the Mayor and City Council that will allow for commercial cannabis businesses to obtain a new local permit. The new regulations are to go into effect on April 8, 2018. The Mayor and City Council incorporated community concerns into the new ordinance such as favoring local ownership and small business. The City will be establishing a permitting procedure and fees over the next month. Until those new regulations take effect and new local permits are issued thereunder, all commercial cannabis activities are currently prohibited in the City of San Bernardino, including: cultivation, manufacturing, distribution, testing, or retail sale. These activities are prohibited even if an entity previously held a permit under Measure O or hold a state license.

Road Closure Alert: St Elmo Drive & Belden Avenue on Friday, March 2, 2018

Please be advised that St. Elmo Drive between Rosalind Street and Belden Avenue will be closed on Friday, March 2, 2018.

The road to be closed from 8:00 a.m. to 4:00 p.m. However, the typical road closure lasts 2-3 hours. The closure is necessary to replace a deteriorated power pole in this area.

A contractor working for Southern California Edison will be completing the work which will include traffic control and detours.

Access to local traffic will be maintained at all times. Thank you fo your patience as these improvement are made.

Road Closure Alert: Sections of Sterling Avenue between 3rd and 6th Streets for three weeks starting February 28

February 27, 2018 

Please advised that starting on Wednesday, February 28, 2018 sections of Sterling Avenue between 3rd Street and 6th Street will be closed for approximately three weeks. The closures will only take place between 7:30 a.m. and 4:30 p.m. on each work day.

The closures are necessary to facilitate construction of 24-inch water line in this area. Due to the location of the new line within the street, it was determined that it would not be safe to allow traffic to travel on Sterling Avenue during construction.

To minimize impact on traffic, construction/closures are scheduled in three phases as follows:

  • Phase I – Sterling Avenue between 3rd Street and 5th Street – from Wednesday, February, 28, 2018 through Wednesday, March 7, 2018

  • Phase II – Sterling Avenue between 5th Street and 6th Street – from Thursday, March 8, 2018 through Thursday, March 15, 2018

  • Phase III – Sterling Avenue at the intersection of 6th Street – from Friday, March 16, 2018 through Friday, March 23, 2018

Please keep in mind that the dates of the phases may vary depending on work progress, however, the phases will not overlap. The contractor is required to complete one phase before starting the next one.

This is part of a 10 month project that will continue into the City of Highland’s jurisdiction after this section is completed.

The contractor will provide all traffic control and detours during the construction operation.

Access to local properties will be maintained at all times.

2018 Community Dump Day Schedule

Need to get rid of an old mattress, couch or appliance but can't make it to the County dump or forgot to schedule a bulky item pickup from Burrtec?

Dump it for FREE at any of the 11 Community Dump Day events scheduled for 2018. This service is for City of San Bernardino residents only and takes place the last Saturday of the month, except in November (due to the holiday). Residents should be prepared to show proof of residency by providing a valid drivers license, gas, electric, water or Burrtec bill.

This year, Burrtec will offer free shredding services at the April and October events.

Proposed Trash Fee Increase

On March 21 at 5 p.m. in the Council Chamber, the Mayor and City Council will consider proposed refuse rate increases.

The City has an exclusive franchise agreement with Burrtec to provide trash, recycling and some right-of-way services. As part of the agreement, the City sets rates to ensure that Burrtec is able to fund the costs of providing safe and reliable services while protecting the residents and businesses from unreasonable rate increases.

Local Leaders Find New Partnerships in Recycled Water

The San Bernardino Valley took another step toward the development of recycled water today, when the City of San Bernardino and its Water Department reached an agreement to resolve all current litigation with San Bernardino Valley Municipal Water District and East Valley Water District. A negotiation team consisting of elected officials and staff members from each agency reached a solution that benefits residents living in this region.

Citizens' Advisory Committee on Marijuana to hold first meeting on Monday, November 13 at 5 p.m.

The Citizens' Advisory Committee (CAC) on Marijuana will hold their first meeting on Monday, November 13 at 5 p.m. at 201 North E Street, Council Chamber, San Bernardino, CA 92401.

On October 18, the Mayor and City Council approved the appointment of nine members to the Citizens' Advisory Committee on Marijuana (CAC). The CAC, first created on September 20, 2017, is charged with the duty to evaluate, analyze, and propose options and standards to establish marijuana regulations that will protect the public health, safety, and welfare of San Bernardino residents. Veterans Day Salute & Parade

November 3, 2017 

Join us on Saturday, November 11, for the Veterans Day Salute & Parade, honoring all who have served in the armed forces.

At 11 a.m., the event will kick-off with a parade starting at 14th Street and Mt Vernon Avenue. The parade will make its way south on Mt Vernon and end at La Plaza Park. This year's Parade Grand Marshall will be SBPD Lt. Rich Lawhead who served in the Marines. Lt. Lawhead was nominated for his extensive community outreach throughout his career with the San Bernardino Police Department.

Following the parade, a ceremony will be held at La Plaza Park.

Registration now open for kids Mini Baller Basketball Program

The Parks Department is now taking registrations for their Mini Ballers (basketball) Program, an eight week program for children between the ages of three and four. Military Vehicle Preservation 91st Anniversary Convoy to Stop in San Bernardino

October 11, 2017 

On Friday, October 13, 2017, the Military Vehicle Preservation Association will make a lunch time stop in the City of San Bernardino. The Association is conducting its 91st Anniversary Convoy with as many as 80 Historic Military Vehicles (HMVs), retracing the original 1926 course across Route 66.

San Bernardino community members are welcome to gather at Nunez Park to see Historic Military Vehicles that will range from WWI-era, to HMV’s that have just been released from the U.S. Armed Forces inventories. The convoy will also showcase privately owned HMVs, including motorcycles, jeeps, and large cargo trucks.

The event will be hosted from 11:00 am until 1:00 pm at Nunez Park, 1717 W. 5th Street, San Bernardino, CA 92411. For more information, visit www.MVPA.org.

Registration now open for our Lil' Strikers youth soccer program

As youth sports programming returns to the City of San Bernardino Parks and Recreation Department, we're excited to announce the start of Lil' Strikers, an 8-week soccer program.

This soccer program is designed to introduce participants, ages 3 - 6 years old, to organized soccer practices and games. Lil’ Strikers will be a fun, non-competitive, instructional program that will teach age appropriate soccer techniques. Participants will also be taught teamwork and sportsmanship.

Lil’ Strikers will begin the week of September 5, 2017. Parents may register their child now through August 19, 2017. The fee is $30 for City of San Bernardino residents and $33 for non-residents. Fees Include a t-shirt, picture packet, and participation award.

The San Bernardino Public Library is participating in the SYNC Audiobooks for Teens program this year. SYNC will make available two FREE Audiobook downloads to each registered listener every week, between April 27 and August 16. In 2017, 32 titles will be given away through the 16 week-long season.

Steel Drum Performance & Drum Circle at the San Bernardino Public Library

As part of the Summer Reading Game theme, Read for the Win, the San Bernardino Public Library will host Joseph Peck and his music of the Caribbean. Peck will provide a general overview of the steelpan (steel drum) and its origin. He will perform on the steel drum and then attendees will have the opportunity to play a percussion instrument in a drum circle. Summer Reading Game at the San Bernardino Public Library Kicks off with 4 Events

The San Bernardino Public Library will hold their annual summer reading program from June 4 through August 4, 2016. This year's summer reading theme is READ FOR THE WIN. Children, teens, and adults are all able to participate to win prizes. Children and Teens will earn prizes by keeping track of minutes read, activities completed, and library events that are attended. Adults will be entered in drawings each time they visit the library and check out books and will also receive extra entries for attending library programs.

Bankruptcy update: Mayor and Common Council approve settlement with pension bondholders

March 29, 2016 

Following a closed session meeting of the Mayor and Common Council on March 21, 2016, City Attorney Gary Saenz announced the approval of a settlement in its Chapter 9 bankruptcy case between the City and the holders of City-issued 2005 pension obligation bonds.

Under the settlement, the pension bondholders will receive payment equal to approximately 40 percent of their debt on a present value basis, discounted using the existing coupon rate. This settlement provides the City with the following benefits:

- Reduces the City’s obligations and allows for additional funding for investment in public safety of approximately $2 million per year
- Ends a very expensive litigation with one of the City’s largest creditor constituencies
- Saves millions in costs and gets the City out of bankruptcy much faster than under continued litigation

Open House - Seeking public's input on Carousel Mall redevelopment - Mar. 28

March 21, 2016 

City staff, in conjunction with AECOM and The Fransen Company, will host an open house to gather preliminary community input on their vision for the future of the 48-acre Carousel Mall site in the heart of downtown.

The event, taking place in the lobby of City Hall, will feature a display of image boards from other successful downtown developments to spark conversation and the sharing of ideas. Homeowners Can Receive Up to $3,000 for an Earthquake Retrofit

February 8, 2016 

Earthquake Brace + Bolt (EBB) was developed to help homeowners lessen the potential for damage to their houses during an earthquake. A residential seismic retrofit strengthens an existing house, making it more resistant to earthquake activity such as ground shaking and soil failure. A typical retrofit may cost between $3,000 and $7,000 depending upon the location, the size of the house, and the amount of work involved.

Musician Sean Gaskell will be coming from North Carolina to give a performance/educational demonstration on the Kora, an ancient 21-stringed harp from West Africa. City to pursue service contract negotiation with Burrtec Waste Industries

On Monday, Nov. 16, the Mayor and Common Council gave City staff the green light to move forward with negotiating a 10-year service contract with Burrtec Waste Industries, Inc.
A contract consistent with Burrtec’s proposal and the terms of the request for proposal is expected to be presented to the Council, for final approval, no later than January 2016. Staff’s analysis report and presentation are posted on www.SBCity.org/bankruptcy.

Villasenor Branch Library shifts to "Winter Hours"

October 26, 2015 
Hours at the Villasenor Branch Library of the San Bernardino Public Library will shift to "winter hours" beginning Monday, November 2, 2015. "The Library Board of Trustees wants the public to be able to make maximum usage of available library service hours," Library Director Ed Erjavek said in a news release. "Villasenor, which is at 525 N Mount Vernon Avenue, will now be open from 1 to 6 PM on Mondays and Tuesdays", he said. It had previously been open from 3 to 8 PM, and will return to those hours on March 14, 2016 after Daylight Saving Time returns. Hours on Wednesdays and Thursdays will remain at 10 AM to 3 PM.

CERT members also are encouraged to support emergency response agencies by taking a more active role in emergency preparedness projects in their community.

"E" Street Improvement Project

July 2, 2015 

The City of San Bernardino and Omnitrans are collaborating on the repair and overlay of “E” Street, from 300’ North of 10th Street to Highland Avenue.

The construction work should begin by mid-July 2015, with planned completion of the work by late Spring/ early Summer, 2016. Work will be phased during the construction contract, however, and will not occur within the entire project limits during the contract.

The California Independent System Operator (ISO), who monitors the electricity grid throughout California, has issued a statewide Flex Alert for June 30th-July 1st, 2:00-9:00pm on both days.

Due to the continued heat wave and subsequent rise in A/C use, electricity conservation is critical to prevent blackouts. It's important that you:

- Turn off all unnecessary lights
- Postpone using major appliances until after 6:00 pm
- If you must use an air conditioner, adjust it up to 78 degrees or higher

We ask that you please forward this email to your friends and colleagues.

Through conservation efforts Californians can save about 1,000 megawatts statewide which is enough electricity to power 1 million households and equal to the output of two large power plants.

Hemmings Motor News "Great Race" 2015

The 2015 Hemmings Motor News "Great Race" will take place on Saturday, June 27, 2015 at Court Street Square in downtown San Bernardino, 11:00am-9:00pm along with a classic car show, beer garden, food trucks, vendors and a chili cook-off. The "Great Race" is a cross-country rally that pits driver/navigator teams against the clock and against each other. This will be their last stop before the finish in Santa Monica on Sunday, June 28, 2015. The vehicles entered are antique & vintage cars, trucks, and motorcycles with body and drive train built 1972 and earlier. This year's event will travel parts of Routh 66 in all 8 states and stop in more that 20 of the most interesting cities and places on the Mother Road. Entrants will participate in a times, controlled-speed, endurance competition over scenic public highways and roads. The scores for each team are the result of a team's ability to follow all designated course instructions precisely. Steel Drum Performance & Drum Circle At the San Bernardino Public Library

Peck will provide a general overview of the steelpan (steel drum) and its origin. He will perform on the steel drum and then attendees will have the opportunity to play a percussion instrument in a drum circle. In response to increased interest in reducing methane emissions and to a new law, Senate Bill 1371, Southern California Gas Co. ("SoCalGas") will be providing system information to the public this week. On May 14th SoCalGas will post a map on www.socalgas.com, searchable by address or zip code, which indicates the general locations of methane emissions indications/non-hazardous leaks on our system. On May 15th SoCalGas will file a report with the California Public Utilities Commission (CPUC) which includes the number of leaks on our pipeline system and our current leak management practice, per Senate Bill 1371.

As part of the bankruptcy process, the Recovery Plan in support of the Plan of Adjustment (formal legal document), is scheduled to go before the Mayor and Common Council for consideration and recommended adoption today, Monday, May 18, during open session. The Recovery Plan (“the Plan”) outlines the City’s bankruptcy exit strategy as required by the federal Bankruptcy Court.

CITY OF SAN BERNARDINO OBTAINS TEMPORARY RESTRAINING ORDER

March 19, 2015 

San Bernardino, CA. The City Attorney’s Office and the San Bernardino Police Department continue to enforce the ban on medical marijuana dispensaries enacted by the City Council in 2010. Both offices have been working with Attorney Laura Crane of Cota Cole, LLP, who was recently retained to assist the City in taking enforcement action.

The Police Department’s Community Policing Specialists (CPS) Unit has been investigating every dispensary of which they are aware and issuing Administrative Civil Penalties (ACPs) that impose a fine of up to $1,000.00 per day on the operators of dispensaries and on the landlords of the properties. Despite the issuance of ACPs and the accruing fines, several dispensaries are still in operation, posing an extremely serious threat to the health and safety of the City’s residents.

Homicide Investigation

February 5, 2015 

On 2-4-14, at about 10:32 PM, members of the San Bernardino Police Department Patrol Division located a man down in the 100 Block of W. Ralston, while investigating shots that were heard in the area. Medical aid responded and pronounced the man deceased at the scene. Members of the San Bernardino Police Department Homicide Detail are investigating. Fatal Traffic Collision

February 5, 2015 

On 02-05-2015, Traffic officers responded to a major injury traffic collision on Tippecanoe Ave. north of Brier Dr. Investigation revealed that a Ford F-550 flatbed truck carrying steel pipes on the bed was travelling northbound on Tippecanoe Ave. passing Brier Dr. when the driver, identified as David Guerra, observed a male on the center median ahead of him, he changed lanes to the right to safely pass by the man, at which time his load shifted and one of the pipes he was carrying fell off the truck striking the male, who was doing landscape work on the center median. The pipe, which was approx. 14” in diameter, hit the male, severing his leg and causing other injuries. The injured male was transported to Loma Linda University Medical Center via ambulance where he is listed in critical condition.

Fatal Traffic Collision

February 4, 2015 

On February 4, 2015, Officers were dispatched to the area of Cajon Blvd. and Hancock Street in San Bernardino in reference to a major injury traffic collision. Upon arrival, they learned that one of the involved drivers was killed upon impact.

Investigation revealed that Hector Esquivel (23-year-old male) was driving his Chev truck northbound on Cajon Blvd. preparing to make a left turn (westbound) onto Hancock when the front of his vehicle collided into the front of a Nissan Versa travelling southbound on Cajon Blvd. at that location.

San Bernardino Fire/Paramedics responded but were unable to save the driver of the Nissan, who is described only as a HMA at this time. SB County Coroner was notified and responded to the scene. Mr. Esquivel was transported to a local hospital for minor injuries.

The San Bernardino Police Department conducted a DUI Saturation Patrol from 6:00 p.m. to 2:00 a.m. on Sunday, February 1, 2015. During this event 18 vehicles were stopped, 6 people were given field sobriety tests, 2 of which were arrested for driving under the influence alcohol and 1 of which was arrested for driving under the influence of narcotics. 6 citations were issued for miscellaneous traffic violations, 2 citations were issued to drivers operating vehicles with a suspended or revoked drivers license, 3 non-dui arrests, 2 vehicles impounded and one vehicle vs. pedestrian injury collision.

This program is an effort to reduce the number of persons killed and injured in alcohol involved crashes. DUI saturation patrols are conducted to educate the public on the dangers of impaired driving while identifying offenders and getting them off of the street.

Night-time Click-It-or-Ticket Enforcement Operation

January 26, 2015 

The San Bernardino Police Department deployed additional officers to conduct a citywide Click-It-or-Ticket Enforcement Operation from 7:00pm to 3:00am on Saturday, January 24, 2015 with a special focus on seatbelt and child restraint seat violations.

During this detail officers made 40 traffic stops. 5 people were given FSTs, 3 of which were arrested for DUI (2 alcohol/ 1 drugs). 2 additional people were arrested (1 for warrants/1 for Non-DUI charges). 7 people were cited for either having a suspended/revoked license or were unlicensed drivers. 11 citations were issued for seatbelt violations and 12 citations were issued for other misc. traffic violations. 6 vehicles were impounded with 4 of those on 30-day holds.

Public Information Release - Streets Resurfacing

January 21, 2015 
The City of San Bernardino Public Works Department plans to resurface forty seven street segments through a contract with a local contractor, Matich Corporation. In addition to pavement resurfacing, the contract work includes some minor concrete repairs of damaged curbs, gutters and cross gutters as well as the installation of new access ramps at various locations within the designated street segments. Work is expected to begin in January and continue through the summer.

Officer Involved Shooting - photo update

November 5, 2014 

Officers were sent to the 1200 blk. W. Birch Street on a man with a gun call. An officer arrived in the area and located a subject matching the subject with a gun. The subject walked into the front yard area of a residence on Poplar Street, and while the officer was approaching him on foot, the suspect turned towards the officer and began pointing a sawed off loaded shotgun at the officer. The officer, in fear of his safety, fired one time, striking the suspect in the stomach area.

The officer was not injured and the shotgun was recovered.

The San Bernardino Police Department deployed additional officers to conduct a citywide Traffic Enforcement Operation from 7:00am to 3:00pm on Monday, November 3, 2014 with a special focus on violations that have been noted as the primary collision factor on many traffic collisions in our city.

During this detail 91 vehicles were stopped, 5 people were arrested for warrants. 79 citations were issued for misc. traffic violations, 9 citations were issued to people found driving on a suspended or revoked license, and 9 citations were issued to drivers who were unlicensed. 19 vehicles were impounded with 7 of those impounded for 30 days.

San Bernardino, CA – San Bernardino Police Department Traffic Unit conducted a DUI/Drivers License checkpoint on Friday 10-24-14, in the 400 block of E. 9th Street in San Bernardino between the hours of 6:00 p.m. And 2:00 a.m. Checkpoints are placed in locations that have the greatest opportunity for achieving drunk and drugged driving deterrence and provide the greatest safety for officers and the public.

DUI/Drivers License checkpoints have been shown to lower DUI deaths and injuries. A major component of these checkpoints are the deterrent effects it has on those who might drive drunk or drugged impaired, bringing about more awareness and encouraging everyone to use sober designated drivers.

2014-2015 SALARY IMPACTS OF SECTION 186 SAN BERNARDINO POLICE DEPARTMENT

Attribute to Mr. Parker:

Section 186 of the City Charter requires a basic standard for fixing salaries, classifications, and working conditions of the Police and Fire Departments. Impact to the salaries of the Police Safety Management Unit require salary increases ranging from 2.52% to 5.29% and the Police Safety Unit (those represented by the San Bernardino Police Officers' Association) for Fiscal-Year 2014-2015 require salary increases ranging from 3.52% to 4.92%. The total costs to the City represent over $1.3 Million annually in additional base salaries, benefit and estimated overtime costs.

DUI/Drivers License Checkpoint Planned this Weekend

October 21, 2014 

San Bernardino, CA – San Bernardino Police Department Traffic Unit will be conducting a DUI/Drivers License checkpoint on Friday, October 24, 2014 in the Southeast District of San Bernardino between the hours of 6:00 p.m. and 2:00 a.m.

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized DUI checkpoints and proactive DUI patrols are conducted routinely.

The San Bernardino Public Library to host Manga/Anime Workshop by Mexico City’s Gaby Maya

October 20, 2014 
Artist and writer, Gaby Maya, will be visiting the San Bernardino Public Library on Wednesday, October 22, 2014 at 3:30 p.m. She will do a talk about some of the origins of manga and anime, as well as the influence of manga and anime in Mexico. Gaby says, "We have a culture here (in Mexico) where anime has been a bridge to close the generation gap between parents and kids. Because everyone has watched an anime they love, and thanks to the constant re-runs, they share it with their kids. It's something very Mexican, indeed."

DUI Saturation Patrol

October 20, 2014 

The San Bernardino Police Department conducted a DUI Saturation Patrol from 6:00 p.m. to 2:00 a.m. on Thursday, October 16, 2014. During this event 50 vehicles were stopped, 11 people were given field sobriety tests, 2 of which were arrested for driving under the influence (alcohol). 6 people were arrested for warrants and 1 for a non-DUI violation. 23 citations were issued for miscellaneous traffic violations, 3 citations were issued to drivers operating vehicles with a suspended or revoked drivers license, 10 citations were issued to unlicensed drivers, 12 vehicles were impounded.

Bicycle/Pedestrian Safety Enforcement

October 20, 2014 

The San Bernardino Police Department deployed additional officers to conduct a citywide Bicycle/Pedestrian Safety Enforcement Operation from 7:00am to 3:00pm on Monday, October 20, 2014 with a special focus on violations that have been noted as the primary collision factor on many traffic collisions in our city.

During this detail officers contacted 114 motorists, 13 bicyclists, and 42 pedestrians. 122 citations were issued for misc. traffic violations in all, with 10 to bicyclists, and 39 to pedestrians. 2 people were arrested, 1 for warrants and 1 for possession of illegal narcotics. 20 citations were issued to people driving unlicensed or on a suspended/revoked license. 1 stolen vehicle was recovered, and 26 vehicles were impounded with 11 of those on 30-day holds.

On August 14, 2014, the City of San Bernardino announced that a tentative long-term agreement had been reached with the San Bernardino Police Officers Association (SBPOA). That agreement was unanimously passed by the City Council and approved by the SBPOA membership. Both parties affirmed to Judge Jury in federal bankruptcy court that a tentative agreement had been reached through mediation. Last week's announcement by union leadership that the City has misinterpreted the terms of this agreement is simply not true.

The Fifth Street Senior Center Senior Nutrition Program will not serve meals Wednesday, October 8, 2014 due to Southern California Edison planned power outage in the area. No meals will be served at the following locations: Fifth Street Senior Center, New Hope Family Life Center, Highland Senior Center, Perris Hill Senior Center, Lytle Creek Community Center, and Hernandez Community Center. The Fifth Street Senior Center will reopen at noon for daily programs, but no meals will be served. Scheduled meal service will resume on Thursday, October 9, 2014.

(@kaboom). Elements from their drawings will be incorporated into the design of the playground that will be built on Wednesday, October 15 at 1299 W. Union Street in San Bernardino. Narcotics Seizure

August 11, 2014 

On August 7, 2014 at approximately 7:00 pm San Bernardino police narcotics officers were following up on information that they received on a large amount of marijuana in a storage container within the city of San Bernardino. When officers opened the door of this container they found it lined with boxed items. Behind these boxes deeper into the container, officers found approximately 10,000 lbs. of marijuana.

Fatal Traffic Collision

August 11, 2014 
On 08-08-14 at approximate 9:35 am San Bernardino Motorcycle Officer Thomas was on-duty monitoring traffic in the area of Baseline St. and Arrowhead when he observed a motorcyclist, a 20-year-old Hispanic male, pass by his location eastbound at a high rate of speed. Officer Thomas left his parked location and watched as the motorcyclist tried to ride between cars that were stopped eastbound on Baseline at the intersection with Mt. View waiting at the red light. The motorcyclist sideswiped a truck stopped in the #2 lane and lost control of his motorcycle. He then collided with 2 other cars and was ejected from his motorcycle.

Fatal Traffic Collision

August 11, 2014 

On Thursday, August 07, 2014 at approximately 2310 hours driver #1 and three passengers were eastbound on 5th street in a compact vehicle while driver #2 and two passengers were northbound on Arrowhead in a small pickup truck. Based on information obtained at the scene, it appears as though driver #1 failed to stop for the red light. Both vehicles met in the intersection of 5th / Arrowhead where the front of vehicle #1 struck the driver’s door of vehicle #2. The force of the collision caused vehicle #2 to roll over at least once before coming to rest on its wheels. Driver #2 (Cordova) was transported to ARMC where he was pronounced dead a short time later. The remaining six occupants involved in the collision were also transported to area hospitals with injuries ranging from minor to severe. The cause of the collision is still under investigation.

The San Bernardino Police Department conducted a city-wide specialized Motorcycle Safety Enforcement Operation on Monday, August 4, 2014 in an effort to continue lowering deaths and injuries. Extra officers were on duty patrolling areas frequented by motorcyclists and where motorcycle crashes occur. Officers conducted 153 traffic stops on motorcycles and other vehicles looking for drivers and riders who were under the influence of drugs or alcohol and cracking down on traffic violations that can lead to motorcycle collisions, injuries and fatalities.

This week recent news coverage has insinuated the City is considering promoting Marijuana Dispensaries as a “source of revenue for the City.” This could not be further from the truth.

My office has put forward for consideration and debate by the Mayor and Council several options that targets the gang-sponsored and illegal pot shops that are opening weekly. These illegal dispensaries cater to drug trafficking and other illegal activities.

Improving Motorcycle Safety Aim of the San Bernardino Police Department Operation

During this event 42 vehicles were stopped, nine people were given field sobriety tests, six of which were arrested for driving under the influence (three alcohol/two drugs/one combination). 18 citations were issued for miscellaneous traffic violations, four citations were issued to drivers operating vehicles with a suspended or revoked drivers license, six citations were issued to unlicensed drivers, 12 vehicles were impounded, and one stolen vehicle was recovered.

San Bernardino, CA – Officers from the San Bernardino Police Department’s DUI Enforcement Team will be deploying this weekend to stop and arrest alcohol and drug-impaired drivers in the department’s ongoing traffic safety campaign. DUI Saturation Patrols will deploy on Saturday, 06-28-14 between the hours of 6:00 p.m. and 2:00 a.m. in areas with high frequencies of DUI collisions and/or arrests.

“We want to save lives by reducing the number of traffic collisions caused by impaired drivers” said San Bernardino Police Chief Jarrod Burguan. “This is a ‘Zero Tolerance’ crackdown so Drive Sober or Get pulled Over!”

Distracted Driver Enforcement

June 26, 2014 

The San Bernardino Police Department conducted a citywide proactive traffic enforcement detail focusing on distracted driver violations from 7:00 AM to 3:00 PM on Thursday, June 26, 2014.

During this program 116 vehicles were stopped, 2 people were given field sobriety tests, 26 people were issued citations for cell phone violations, and 12 drivers were issued citations for texting while driving. 5 drivers were cited for driving on a suspended or revoked license, 11 drivers were cited for operating a motor vehicle without a valid license, and 73 citations were issued for other miscellaneous traffic violations. 18 vehicles were impounded with 6 of them being impounded for 30 days.

San Bernardino, CA – San Bernardino Police Department Traffic Unit will be conducting a DUI/Drivers License checkpoint on Friday, June 27, 2014 in the Northwest District of San Bernardino between the hours of 6:00 p.m. and 2:00 a.m.

The deterrent effect of DUI checkpoints is a proven resource in reducing the number of persons killed and injured in alcohol or drug involved crashes. Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized DUI checkpoints and proactive DUI patrols are conducted routinely.
